By the Edict of RT Cabinet dated March, 30 2011 №239 on April 4 2011 Gainullina Anisa Zamilevna was appointed to the post of Deputy Minister of info and communications. Earlier she held the post of Director of legal department of ZAO “Innovative-production technopark “Idea”.Anisa Gainullina will be in charge of issues connected with realization of plan on conversion to rendering state and municipal services in electronic format.

Chairman of RF State Duma Boris Gryzlov suggested implementing Tatarstan system “electronic agenda” in RF State Duma. Special working group will be created for this project. Such proposal was made by Boris Gryzlov after acquaintance with work of Tatarstan systems “electronic agenda of RT State Council” and “Interdepartmental electronic documents circulation of Tatarstan Republic”.Besides he suggested to consider opportunity of using Tatarstan experience while implementing system of electronic documents circulation.

RT Deputy Prime Minister - Minister of info and communication Nikolai Nikiforov informed at a press conference in IA “Tatar-inform” that a month’s campaign for improving quality of communication found a broad response among Tatarstan citizens. We remind that by RT President assignment on January,24,2011 a month’s campaign for improving quality of mobile and radiotelephone communication, cable and TV on-air broadcasting and Internet access was announced in republic. It was then prolonged for one month.

Tatarstan unified interdepartmental system of electronic documents circulation may be implemented in Sverdlovsk region. The Governor Aleksandr Misharin expressed interest towards this system when delegation of Sverdlovsk region visited technopark in the sphere of high technologies “IT-park”. Delegation was accompanied by RT President Rustam Minnikhanov and Prime Minister Ildar Khalikov.

“Ministry of economy and regional development prepared amendments into legislation that imply introduction of administrative responsibility of government officials for unreasonable claiming for documents containing personal data from citizens while rendering state services”, - Deputy Head of the institution Oleg Fomichev announced at the session of Council for regional informatization.The third session of Council for regional informatization was held under chairmanship of RF Minister of communications Igor Shegolev.

“Issue of transferring state services into electronic format is a priority one for Tatarstan Republic and Russia”, - RT PM Ildar Khalikov announced at the meeting dedicated to rendering state services in electronic format. I.Khalikov believes that first of all it is necessary to transfer into electronic format the most asked-for services. Prime Minister noted that transfer of state services into electronic format will let to avoid bureaucratic barriers, decrease the number of visits to state institutions and provide transparency in work of state authorities. By his words, the ideal model is when any citizen of republic may interact with state distantly to solve his/her problem.

Participants of travelling session of Council on assisting development of small and medium entrepreneurship under plenipotentiary of RT President in Ural federal district visited technopark in the sphere of high technologies “IT-park” in Kazan. Delegation consisted of representatives of Office of plenipotentiary of RT President in Ural federal district, officials of executive authorities of Russian regions and entrepreneurial public organizations and associations.

A month’s campaign for improving quality of mobile radio telephone communication, cable and on-air TV broadcasting, Internet access that was announced in Tatarstan Republic on January, 24 will be prolonged. Such decision was announced at briefing in RT Cabinet with participation of RT Deputy PM – Minister of info and communications Nikolai Nikiforov, Deputy Head of RT Cabinet office Airat Khairullin, Head of Dept. of Russian communication supervision service on RT Airat Zaripov.

Deputy Prime Minister – Minister of info and communications Nikolai Nikiforov believes that Tatarstan citizens are ready for implementation of all-purpose electronic card. Nikolai Nikiforov said this at briefing at RIA News which preceded the 21st session of Commission under RF President for modernization and technological development of Russian economy. By words of Nikolai Nikiforov, today about 18 % of fines, 14 % of services on drawing-up international passport and 8 % of services of civil registry office are paid in electronic format in republic.
