Roman Shaikhutdinov suggests introducing administrative responsibility of officials for replies beside the point

The Minister for interaction with the Open Government Mikhail Abyzov held a meeting with regions dedicated to formation of the Open Government system in Moscow.
Deputy PM and Minister of informatization and communications Roman Shaikhutdinov told about first results of the republican project “Open Tatarstan”.
Tatarstan is one of 17 pilot regions in Russia to adopt the module “Open region” that implies openness and transparency of state management and involvement of citizens in decision-making process.
The Republican project “Open Tatarstan” was development of the project “Electronic Tatarstan”. It is based on three main components: state, municipal and social services; information system “People’s control” and electronic document management.
The second key principle of the Open Government is increase of openness of the power via public feedback. This principle was realized in Tatarstan (“People’s control” system).
Roman Shaikhutdinov focused on certain problems impeding further development of the open Government. One of them is current requirements of electronic document management that lead to processing of a great number of paper documents.
Besides, the minister urged to struggle with replies beside the point upon processing citizens’ appeals.

The Rais (Head) of Tatarstan Rustam Minnikhanov approved the decision of Tatarstan government to allocate 55.3 million roubles from the regional budget to support 2,300 employees of rural postal offices in 2026.
A new practice tool for preparing for the USE has been launched on the State Services Portal (Gosuslugi)l. It allows students to reinforce their knowledge and practice solving typical exam tasks.
Since September 2024, Tatarstan residents could receive rewards through the "People’s Inspector" app for reporting traffic violations. During this period, over 12,000 reports were submitted across seven paid categories, earning citizens a total of 5.6 million roubles. The top earner was a resident of the republic who submitted 226 reports and received 275,000 roubles. The second-highest earner earned 260,800 roubles for 209 reports.
