In Tatarstan, self-imposed bans on loans imposed more than 737,000 times

16 April 2026, Thursday

On April 16, Deputy Minister of Digitalization of Tatarstan Albert Yakovlev took part in a press conference where informed about common fraud schemes and ways to protect.

Fraudsters continue to use psychological tricks to deceive citizens under the pretext of quick earnings, prizes or solutions to everyday problems.

Recently, there has been an increase in cases where Tatarstan residents receive viral files disguised as photos or videos with the message "Is this you?". In such situations, vigilance is especially important.

What to do if you open a viral file?
Yakovlev recommends disconnecting from the internet on your phone, switching the device to airplane mode, performing a thorough scan using antivirus software, deleting suspicious applications and changing passwords on your accounts.

How to protect yourself from scammers:

Self-Restriction on Loans:
Citizens can fully or partially limit their ability to take out loans, as well as restrict access for their relatives. This measure helps prevent malicious actors from tricking residents into taking out loans. About 681,000 people have set up self-restrictions via State Services Portal and over 56,400 through the MFC (Multifunctional Centres).

Self-Restriction on SIM Card Registration:
In Russia, a person can register no more than 20 SIM cards. Users can enable a self-restriction, preventing telecom operators from issuing new SIM cards without the subscriber's personal involvement.

Authorization on the State Services Portal (Gosuslugi) via Max:
Users can log into the portal through the national messaging app instead of confirming their login via SMS. This reduces the risk of fraud and registration on Gosuslugi without your participation becomes impossible.

Call Marking:
This tool helps quickly identify potential scammers and spam calls. The caller’s associated company name and service type are displayed next to the number.

In the Max messenger, you can enable "Safe Mode," which permits calls only from contacts on your list and invitations to chats only with people you have already communicated with. The mode also limits the appearance of your profile in searches for strangers.
