Board session of OAO “Special Economic Zone “Innopolis” and OAO “Innopolis” held in Kazan

On December 6, Tatarstan President Rustam Minnikhanov held a Board session of OAO “Special Economic Zone “Innopolis” and OAO “Innopolis” at Tatarstan Government House.
Russian Minister of Communications and Mass Media Nikolay Nikiforov, Tatarstan Prime Minister Ildar Khalikov, Russian Deputy Minister of Finance Andrey Ivanov, Russian Deputy Minister of Economic Development Evgeny Elin, Director General of OAO “Special economic zones” Vitaly Milyavsky, Tatarstan Deputy Prime Minister – Minister of Information and Communications Roman Shaikhutdinov, Director General of OAO “Special Economic Zone “Innopolis” Igor Nosov, Director General of OAO “Innopolis” Evgeny Danilov, Director of ANO “Innopolis University” Aleksandr Tormasov, Director General of OAO “Special Economic Zone “Alabuga” Timur Shagivaleev took part in the session.
Speaking at the event, Roman Shaikhutdinov told that Innopolis project was launched on June 9, 2012, when the capsule with a message to future residents of Innopolis was laid in the presence of Chairman of Russian Government Dmitry Medvedev. The master plan of the project was approved, and the managing company OAO “Innopolis” was registered in August 2012.
In September 2012, Tatarstan sent a request to Russian Ministry of Economic Development on creation of special economic zone of technology-innovation type, and the decree on establishing SEZ “Innopolis” was signed by Dmitry Medvedev in November 2012. ANO “Innopolis University” was registered in December, and first students started studying there in June 2013.
Shaikhutdinov reminded that the International Olympiad in Informatics will be held at Innopolis in 2016.
The report on financial activity of OAO “SEZ “Innopolis”, OAO “Innopolis”, and construction of objects on the territory of Innopolis was presented to members of the Board.
According to Igor Nosov, OAO “SEZ “Innopolis” concluded contracts with contract organizations for the sum of 4.88 billion roubles, and held 18 open contests.
All objects of the first start-up complex will be put into operation, resident companies will be attracted and “Popov” technopark launched in 2015.
Nikolay Nikiforov noted that some IT companies are already willing to move to Innopolis.
Members of the Board approved the budget for 2015.
Aleksandr Tormasov said that Innopolis University was created without attraction of budget funds, only at the expense of donations and sponsorship fees.

Tatarstan Minister of Digitalization Ilya Nachvin visited the Leninogorsk region and had a meeting with residents at the annual citizens' meeting.
In 2025, the Leninogorsk region made significant progress in implementing new technologies and digital services. Head of the region Marat Girfanov noted that this year, ambitious plans have been outlined to continue developing high-quality digitalization.

Self-restraint – simple protection against credit traps. Since March 1, 2025, more than 559,000 residents of Tatarstan have set up a "self- restraint" to obtain loans through the State Services Portal.
In 2025, digital services in Tatarstan demonstrated that rapid response is a real opportunity to improve the lives of citizens.
• The State Information System of Tatarstan "People's Control" processed over 89,000 applications, including 68,000 of which resolved within 10 calendar days (for housing and utility services, only 3 days).
Special attention was paid to ensuring communications on key transport routes in 2025. Fourteen new base stations were installed along the M-7 highway, and another 40 facilities appeared on the M-12 highway. This expanded coverage over long sections of roads and reduced the number of areas with unstable connections.
