In his annual address to the State Council of Tatarstan Rustam Minnikhanov outlines the development programme of information technologies and digital transformation of the region

Tatarstan confidently maintains its status as one of Russia's leading centers of technological development. Today, in his address, the Rais of the republic emphasized the continuity of the strategic course toward digitalization, outlining new ambitious goals through 2030.

From Foundation to Breakthrough

While last year's address focused on creating a "powerful foundation for technological leadership," this year's focus is on a qualitative leap forward.

"The President of the country has set a strategic goal of accelerating the development of domestic digital solutions, which should become the foundation for the transformation of all industries," Minnikhanov noted.

The Republic has launched a new program for breakthrough IT solutions aimed at achieving this goal. Particular attention will be paid to digitalization projects in the social sphere—healthcare and education, where, as noted in last year's address, a unified digital network and educational platforms have already been created.

Artificial Intelligence and Robotics—Growth Drivers

Artificial intelligence and robotics are becoming key areas of technological breakthrough in Tatarstan.

 

"We must participate as much as possible in relevant federal and regional projects and support measures, introducing elements of artificial intelligence and robotics into industrial enterprises. By 2030, the number of industrial robots in the republic should quadruple," the Rais stated.

A significant achievement was the launch of the regional artificial intelligence platform "GosPrompt." This year, an intelligent assistant capable of solving routine tasks will begin working for teachers, confirming the commitment to digitalizing education outlined last year.

 

Expansion of IT Infrastructure

Minnikhanov set the goal of expanding IT facilities in the regions: there are currently 24 municipal IT parks, with an ambitious plan to increase their number to 40 by 2030.

"Today, there are 24 municipal IT parks operating in Tatarstan. By 2030, we plan to increase their number to 40, creating growth points for the digital economy in all regions of the republic," he emphasized.

The IT park has been tasked with increasing its resident population to 1,000 by 2030.

Digital Equality and Accessibility

Over the past five years, the republic has undertaken extensive work to ensure access to high-speed internet. The coverage rate has increased from 83% to 97%. More than 3,500 socially significant facilities and over 1,000 villages have gained access. This year, another 176 rural settlements will be connected to high-speed internet. Personnel and Education

Rustam Minnikhanov emphasized that staffing is a strategic goal for both the state and employers. Tatarstan is placing a premium on technological entrepreneurship. Under "University Technological Entrepreneurship Platform" project and the "Student Startup" competition, 1,079 winners from the republic received grants of 1 million rubles each.

"These are the future personnel for the new, innovative economy," Rais noted, also emphasizing the need to introduce IT disciplines into educational programs at all levels.

 

The Path to Technological Sovereignty

Comparing the 2024 and 2025 addresses, one can see how the republic is moving from building basic infrastructure and digitalizing public services to a comprehensive technological breakthrough encompassing all areas of the economy and public life. As Tatarstan Minister of Digitalization of Public Administration, Information Technologies and Communications Ilya Nachvin noted following Rustam Nurgalievich's address:

 

"Rustam Nurgalievich's address set a powerful and clear vector for the digital transformation of our republic. We are not simply continuing, but actively accelerating the implementation of the program of breakthrough IT solutions, designed to reach 2030, with a focus on the social sphere—healthcare, education and a comfortable environment for every resident.

Particular priority is given to the development of our own artificial intelligence platform, GosPrompt, which will become the intellectual core for the delivery of next-generation government services.

At the same time, we are undertaking large-scale infrastructure expansion: today, 24 municipal IT parks are successfully operating in the republic, and by 2030, their number will increase to 40, creating technological growth points throughout Tatarstan.

Our most important task is to ensure digital equality. By the end of this year, high-speed internet will reach 176 small towns, providing residents of 176 villages with equal access to digital services, education, and opportunities.

The implementation of these projects within the framework of the national project "Data Economy" is our contribution to the republic's technological leadership and the well-being of its residents."

Tatarstan is consistently implementing a strategy that will enable it to become not only a center of IT expertise, but also a leading region in artificial intelligence, robotics and innovative manufacturing, making a significant contribution to Russia's technological sovereignty.
