Dmitry Medvedev recommends using Tatarstan experience in the sphere of electronic documents circulation

The Russian President Dmitry Medvedev suggested spreading the experience of the Republic of Tatarstan on prohibition of paper documents circulation among state agencies and gave assignment to reconsider laws which require permanent keeping of paper copies of documents, including archive-keeping.
Such a statement was made by the President at an extended session of a working group on preparation of proposals concerning formation of the system “Open government” in Russia.
Human Resourcing of the civil service was the main theme discussed at the session in Skolkovo.
Proposals on recruitment criteria of future state officials, improvement of interaction between citizens and officials, adoption of information technologies in state management were discussed at the session.
Vice Premier – Tatarstan Minister of informatization and communications Nikolay Nikiforov told about Tatarstan experience in the sphere of electronic government.
Together with Director general of ZAO “Holding company “Composite” Leonid Melamed Nikolay Nikiforov is a co-chairman of the area “Development of systems used for rendering state and municipal services in electronic format and modern means of communication” in a working group on forming “Open government”.
Nikolay Nikiforov marked that the system of electronic documents circulation and information technologies have in general changed interaction between the state and population within the last years.
To the point, electronic documents circulation has been used in Tatarstan since 2005. Currently more than 28 thousand employees including members of RT Government work in a single interdepartmental system uniting all state authorities of the republic.
The Tatarstan system is now being adopted by the Moscow Government, RF finance ministry and other federal agencies. Other Russian regions also express interest in the system.
