Following the voting results, Russian Ministry of Digital Development will determine the list of villages and rural settlements where home internet will be connected first. Funds for infrastructure construction for individual homes will be allocated from the universal service reserve.
The universal service reserve is a fund accumulated from the federal budget through contributions from Russian telecom operators' revenue. Today, the reserve funds are used for building base stations, fiber-optic lines to settlements and other purposes.
Residents of villages with a population between 100 and 1,000 people, where the government has already built communication infrastructure under federal projects can participate in the survey. For example, in some localities, schools, hospitals or mobile base stations have been connected or built.
The survey is open until March 30, 2026.

The survey is anonymous and results will be presented in anonymized statistical form.

After that, monthly payments for internet service will be required.
The programme is implemented with the support of the national project "Data Economy and Digital Transformation of the State." Since 2021, over 6,700 settlements have been connected via mobile internet based on voting outcomes. By December 25, 2026, an additional 100 settlements will be provided with broadband internet access.
