On March 10, in the Cabinet of Ministers of the republic, speaking at a briefing dedicated to the development of the national messenger Max in Tatarstan, Tatarstan Minister of Digitalization Ilya Nachvin shared insights on the platform’s work in key sectors of the republic.
Active work on implementing the platform started in Tatarstan in September 2025. At that time, the number of messenger users was less than 150,000. Over six months, more than 1.5 million residents of Tatarstan registered on Max, out of a total internet audience of 2.9 million people. In Russia, the app is used by 89 million residents, comparable to the user base of the Telegram messenger (100 million people).
In Max, like other services, users can communicate with loved ones, send animated stickers and manage public or private channels. Additionally, the messenger allows unlimited calls with other users, without time or participant limits. To improve call quality, Max employs noise suppression and adaptive algorithms based on network conditions.
The messenger features an AI assistant named GigaChat, which can help draft texts, create images, transcribe voice messages, and find relevant information. This enables users to accomplish various tasks without leaving the app.
All user data is securely protected through two-factor authentication, rapid fraud blocking, and a “Safe Mode” that allows users to hide their profiles from search and accept calls only from contacts. There is also a safe environment for children called “Sferum,” designed for communication among teachers, students and parents within a protected educational space.
Residents of the republic can already access 319 government services via their phones. More than 50 popular services among Tatarstan residents are integrated into Max. Users can quickly book medical appointments, pay for kindergarten, fines, utility services, taxes and check for parking violations. Tatarstan residents can also use the “People’s Control” service to submit requests to authorities.
The national messenger significantly saves time, especially for users of online services daily. Each year, Tatarstan residnets send over 350 million transactions. Over 140,000 users in Tatarstan rely on the most in-demand services, with monthly inquiries reaching 100,000.
By the end of September 2026, it is planned to introduce payment for paid parking in Kazan, as well as tolls on Voznesensky Trakt and other routes in Tatarstan. Currently, residents pay for parking and tolls via third-party services. Each month, Kazan residents perform over 500,000 payment transactions. A unified platform is being developed to provide greater convenience for residents of the republic.
Starting this August, Max will also enable payment for government fees at Multifunctional Centers. This service will save time, allowing Tatarstan residents to pay even while waiting in line. Already, 20,000 people have registered at Tatarstan's Multifunctional Centers through Max. The messenger can also be used to check the operating hours of institutions, cancel appointments and receive notifications about service results.
In just two months of 2026, mobile internet in the republic was restricted for 184 hours. Max is on the “white list” and remains the only messenger in Tatarstan that continues to operate during mobile internet restrictions.
