Tatarstan and “Osnova telecom” sign Agreement on cooperation

One more 4G mobile operator OAO “Osnova telecom” will start working in Tataarstan. The Agreement on strategic partnership was signed between Tatarstan Government and management of OAO “Osnova telecom” on April 12.
The Agreement on cooperation in the sphere of information and communication technologies was signed at a meeting between Tatarstan Prime Minister Ildar Khalikov and Board Chairman of OAO “Osnova telecom” Vitaly Yusufov. Tatarstan Minister of Information and Communication Roman Shaikhutdinov and Director General of OAO “Osnova telecom” Mikhail Petrov participated in the meeting.
To the point, three LTE operators have worked in Tatarstan since 2012. On August 30 Skartel, MTS and Megafon launched LTE network in Kazan, in December Skartel and Megafon launched the network in Naberezhnye Chelny.
“Osnova telecom” is developing federal mobile communication and operating under the principle of private-public partnership.

In accordance with the Procedure for providing subsidies from the budget of Tatarstan in 2025 to telecom operators to reimburse costs associated with providing mobile radiotelephone services on sections of the M-12 and M-7 highways located in Tatarstan, approved by Resolution No. 1032 of the Cabinet of Ministers of Tatarstan dated 02.12.2025 (hereinafter referred to as the Procedure) and Order No. p/334 of Tatarstan Ministry of Digitalization of Public Administration, Information Technologies and Communications dated 10.12.2025, the deadlines for submitting applications for subsidies from the budget of the republic have been established.
Digital Transformation Centre of Tatarstan reported that in 2025, Tatarstan completed a digital infrastructure upgrade, which affected server capacity, government employee workplaces, email services and video surveillance.
