At a press conference, Deputy Minister of Digitalization of Tatarstan Aleksey Klontsak spoke about the development of the Max messenger ecosystem and digital services for residents of the republic.
Today, Max has become a full-fledged multiplatform for citizens. Here, residents not only communicate with loved ones, friends and colleagues but also helps in everyday life. The total number of subscribers to public channels in Tatarstan has reached 1.2 million people with more than 650,000 residents of the republic reading news content on a monthly basis.
User security is ensured by built-in anti-fraud technologies, including two-factor authentication and a "Family Protection" feature that helps shield children, grandparents and the elderly from scammers and spam. The messenger also offers a "Safe Mode" function that blocks calls and chat invitations from users not in your contact list.
Tatarstan residents have access to convenient services that help them obtain any service in just a couple of clicks. Since January 2026, the audience of the "Gosuslugi of Tatarstan" mini-app in the messenger has grown by 40%. Through the chatbot, users can submit utility meter readings, pay taxes, fines and state fees, send inquiries to "People's Control" and much more. In total, more than 180 services are available here, including the recently launched flight tracking feature for Kazan Airport.
In the chatbot of Multifunctional Centre of Tatarstan, residents have booked appointments at branch offices more than 131,000 times. The service also allows users to automatically track the status of documents being processed.
With the "Healthcare of Tatarstan" chatbot, Tatarstan residents can remotely complete the entire process — from making an appointment with a doctor to online consultations and remote closure of sick leave certificates. Using Max messenger, residents have made appointments 260,000 times, and doctors have conducted 107,000 telemedicine consultations.
Educational institutions in Tatarstan are connected to the secure Sferum platform. Here students, teachers and parents can communicate safely, exchange educational materials and join lessons and meetings. Universities have integrated building access via Digital ID. It replaces paper documents and allows users to confirm eligibility status, such as student status. In Tatarstan, Digital ID is already used by 14,000 large families and 30,000 pensioners.
