Tatarstan launches second phase of developing the state property management system

Tatarstan has begun the second phase of developing the Unified Information System (UIS) "Property." At this stage, subsystems for managing financial relations and claims work will be created, and the user personal account will be modernized. The project, launched on the initiative of Rais (Head) of Tatarstan Rustam Minnikhanov, is being implemented jointly with the Ministry of Land and Property Relations and the Ministry of Digital Development of the republic.

The new platform is designed to eliminate the problem of fragmented asset accounting in the republic. Before the project began, property data was stored across seven different IT solutions, with some municipalities using local databases and simple files. The UIS "Property" will fully standardize processes by consolidating all information on a single platform.

"The unified system already contains information on more than 1.5 million state and municipal assets. Ninety-nine percent of data from the systems of the Ministry of Land and Property Relations and local self-government bodies has been migrated. All users of the platform from government institutions and municipalities have completed training. Currently, 7,000 users from 5,400 organizations are actively working with the system," Deputy Minister of Digitalization of Tatarstan Bulat Gabdrakhmanov said.

From a technological standpoint, the system has automated 78 business processes, one-third of which are directly related to the provision of public services to citizens. To ensure timely data retrieval, the system interacts with Rosreestr, the Federal Tax Service and the Social Fund of Russia through the System of Interagency Electronic Interaction.

The first phase of the platform's development was completed in August 2025, during which the core functionality of the system was implemented and a comprehensive information security system was developed and deployed. Work on system implementation is currently underway.
