Anti-corruption training session held at Tatarstan Ministry of Digitalization

On June 30, Tatarstan Ministry of Digitalization hosted a training session on "Countering Corruption in Government Institutions" held by Deputy Head of the Investigative Department of the Sovetsky district of Kazan Bulat Karimov for employees of the ministry and Tatarstan IT Park.

Karimov explained which actions in the IT sector are classified as criminal offenses. These include: copyright infringement and violation of privacy, fraud and unlawful dissemination of personal data. Using real-life examples, he outlined how such cases are investigated and what penalties are applied to offenders.

Karimov also answered questions from participants and specifically addressed cybercrimes against children, who are the most frequent victims of offenders. He called for discussing the risks of remote fraud with children and being more attentive to the information they publish online.

Digital tools help identify and prevent corruption-related offenses. For instance, the State Services Portal (Gosuslugi) portals enable citizens to access services electronically without the need for in-person visits to institutions. Submitting applications online eliminates direct contact and makes the procedure transparent.

The Gosklyuch (State Key) app allows users to create an e-signature and sign documents. The entire process becomes traceable, which prevents document forgery. Another tool is the AI service GosPrompt, used by more than 4,000 civil servants and teachers in Tatarstan. The service helps quickly identify contradictions in legal documents and detect corruption-prone factors (clauses that create conditions for corruption) in tender documentation.
