Russian Ministry of Digital Development and the Analytical Center under the Government of the Russian Federation have announced the results of the second competitive selection for the "TOP-IT" project. The project is aimed at training developers of domestic digital solutions. This time, over 60 applications were submitted. The competition was held across two tracks.
"TOP-IT START" – for universities that have not previously participated in the project. Grants were awarded to 21 educational institutions, including two Tatarstan universities: Kazan National Research Technological University and Kazan National Research Technical University named after A.N. Tupolev. The universities will receive grant support to launch modern IT programmes and train specialists capable of quickly reaching the level of mid-level developers.
"TOP-IT PRO" – for universities ready to restructure their educational programmes and train a new generation of specialists not only at their own institutions but also at partner universities. Eight universities became winners of this track. Their graduates will be able to design and develop complex IT systems, take on positions of mid-level and senior developers, as well as lead development teams. Innopolis University is among the winners.
The goal of the project is to launch advanced higher education programmes at universities that will supply the labor market with highly skilled IT professionals. Personnel training is carried out under the national project "Data Economy".
Currently, 47 Russian universities have become participants in "TOP-IT". In 2025, 3,600 students began studying under the project's programmes, and starting September 1, 2026, approximately 3,200 more first-year students from the winning universities of the second selection will join them.
