Digital Transformation Centre of Tatarstan to implement AI in key sectors of the republic and create a unified population register
Speaking at a weekly meeting of Tatarstan Ministry of Digitalization, Director of Digital Transformation Centre of Tatarstan Aleksey Edelskov said that the Centre will scale the "GosPrompt" service for public administration and implement AI agents in education, healthcare, construction, agriculture and environmental protection under the artificial intelligence development programme.
Digital Transformation Centre of the republic has been operating since 2019. The institution is fully responsible for the digitalization of services in Tatarstan, develops new digital products and maintains over 70 information systems.
The scale of digitalization covers all sectors of the economy of Tatarstan. At today's meeting, only a few new projects for DTC were highlighted:
"Electronic Healthcare of Tatarstan" and other healthcare sector systems. These systems automate medical business processes and maintain records of patient data and laboratory tests.
Unified Approval Office. This service speeds up the connection of construction projects to engineering infrastructure networks by automating the approval process. Currently, over 400 users are connected to the system. This year, Tatarstan together with Moscow took first place in the national rating of the Investment Climate in the constituent entities of the Russian Federation.
Automated search for escheated property. Currently, such property is often used without formal title registration, resulting in lost tax and non-tax budget revenues. The module developed by DTC automatically identifies such properties. Over five years of operation, the algorithm has found properties with signs of escheated property totaling a cadastral value of 18.9 billion rubles.
"Yardam" Platform. A new system aimed at improving the efficiency and quality of social support measures and the provision of social welfare services. The system allows new types of payments to be configured through a design tool: one-time payments to WWII veterans have been implemented. To date, over 11,000 applications have been registered on the platform.
Electronic Honor Board. A transparent system for organizations to nominate candidates for awards. The process has three levels, with built-in analytics, mailing tools and automatic generation of certificates. Nearly 4,000 users from 4,000 organizations are already working in the system.
Unified Population Register. The regional segment of the UPR is being created to serve as a source of up-to-date and reliable information integrated with regional information systems.
In addition, special attention is paid to building the DTC team's own competencies to rapidly implement necessary changes. For example, in-house efforts are developing new support measures in "My Subsidies," report forms in industry systems, and creating and launching new services on the State Services Portal (Gosuslugi).
Development has begun on the "Children's Camps" platform, where parents will be able to select, pay for and book a vacation package for their child online.
