"Data Economy and Digital Transformation of the State" National project implemented in Tatarstan
Since the beginning of 2025, Tatarstan has been implementing the national project "Data Economy and Digital Transformation of the State", which is aimed at transformation of public administration, the economy and the social sphere. To achieve this, the national project focuses on strengthening cybersecurity, ensuring stable internet access, training IT specialists and developing domestic digital platforms and services. The ultimate aim is to make people's lives more convenient and key sectors more efficient.
The national project comprises nine federal projects, which include: "Internet Access Infrastructure," "Digital platforms in the Social Sphere," "Digital Public Administration," "Domestic Solutions," "Applied Research and Advanced Development," "Cadres for Digital Transformation," "Artificial Intelligence," "Cybersecurity Infrastructure" and "State Statistics".
Work under the national project proceeds in the following key areas: development of e-services, integration of artificial intelligence into the economy and public administration, support for AI startups, engagement of IT companies in student training, among others. The first year of the national project has shown strong results. By the end of 2025, the target achievement rate in Russia stood at 99.91%. In the first quarter of 2026, the growth rate of investments in domestic IT solutions reached 119.9%. High-quality broadband internet is now available in 93.7% of Russian households.
Tatarstan is actively working to implement the national project. Significant attention is paid to training IT professionals. During the past academic year (2025/2026), 38 lessons under the all‑Russian projects "Digital Lesson" and "Digital Literacy" were held in schools across the republic. These help schoolchildren improve digital literacy and learn about IT professions.
The "Bridging the Digital Divide" programme continues in the republic. In 2026, new base stations will be installed in 79 villages and hamlets with populations ranging from 100 to 500 people. This year will also see the continued modernization of rural post offices and the republic will allocate an additional 55.3 million rubles to support 2,300 rural postal workers.
Tatarstan actively participates in federal educational and acceleration programmes. These include the IT talent training project "Code of the Future" and the accelerator "Sprint 2.0," both conducted with the support of the national project "Data Economy".
In addition to federal programmes, the republic launches its own initiatives. In 2025, Tatarstan launched a programme of breakthrough IT solutions, which helps introduce cutting‑edge technologies into education, healthcare, security, industry, housing and utilities, transport and public administration. For example, the AI service "GosPrompt" already helps 4,000 civil servants and teachers handle routine tasks. A mobile app, "Gosuslugi RT 2.0" with the "GosConcierge" service, has also been launched, allowing users to access MFC (Multifunctional Center) services via video call.
Another important project in Tatarstan is the artificial intelligence development programme, aimed at cultivating homegrown AI specialists for the republic's enterprises. AI skills training will be introduced in schools and colleges, and a new grant, "Algarysh in the Field of Artificial Intelligence," has already been approved for university graduates to study abroad. It is expected that as a result of the program, all regional government agencies, as well as doctors, teachers and businesses, will use artificial intelligence tools.
