About 4,700 IT specialists in Tatarstan received preferential IT mortgages
Since 2022, approximately 4,700 IT mortgages have been issued in Tatarstan under preferential conditions. The total amount of loans issued exceeds 41.8 billion roubles.

Buying new property is becoming increasingly inaccessible for ordinary workers.
According to analysts at Domklik and SberIndex, in 2025, Russian new builds increased in price by 5% and secondary housing by 5.7%.

Amidst continuously rising property prices, IT mortgage programmes support young specialists and improve their quality of life.
In 2025, the number of IT mortgages issued in Tatarstan increased by 16% compared to the previous year.
The average mortgage amount was 7.8 million roubles.

“The IT mortgage programme is an important tool for supporting our specialists. It helps attract talent to the industry and creates comfortable conditions for pursuing professional ambitions. By supporting professionals, we foster the development of the domestic IT sector and the emergence of new breakthrough solutions,” Deputy Minister of Digitalization Bulat Gabdrahmanov said.
Programme details:
IT specialists can get a loan at 6% interest for the entire loan period with an initial payment of 20%.
Launched in spring 2022, the preferential mortgage was initially planned to run until the end of 2024, but after a government decision, its validity was extended until 2030.
Participation conditions:
- Employment in an accredited IT organization of the Ministry of Digital Development of Russia.
- At least 3 months of work experience in the company.
- Salary from 150,000 roubles for cities with over 1 million residents or from 90,000 rubles for other localities.
- Age up to 50 years inclusive.
Current status:
- 684 IT companies from Tatarstan are accredited by the Ministry of Digital Development of Russia.
- About 3.3% of the working population in the republic is employed in the IT sphere.
- The IT industry in Tatarstan continues to lead in average salaries, with specialists earning around 122.2 thousand roubles on average in 2025, which is 1.5 times higher than the regional economic average.
What can IT specialists buy:
- Under construction or ready-made housing, or build an individual residential house.
- Properties can be purchased in all regions of Russia except Moscow and Saint Petersburg.
- The maximum loan amount is 9 million rubles.
