The bill “On organisation of activity on issue and servicing of Universal Electronic Cards in Tatarstan” accepted in first reading at Tatarstan State Council

On November 21 Deputy Prime Minister – Minister of Information and Communication Roman Shaikhutdinov presented the bill “On organisation of activity on issue and servicing of Universal Electronic Cards in Tatarstan” at 46th session of Tatarstan State Council.
The bill sets up the order of holding the contest on selecting banks providing services within the electronic bank enclosure, and the order of card replacement if new federal, regional and municipal electronic applications become available.
From January 1, 2013 to November 18, 2013 3 086 applications for Universal Electronic Cards were submitted in Tatarstan.
To the point, at a session of the Government commission on using information technologies for improvement of life quality it was decided to postpone compulsory issue Universal Electronic Cards for one year, till January 1, 2015, because regional infrastructure and systems are not ready yet.

About 2,000 students of the Institute of Information Technology and Intelligent Systems (IITS) at Kazan Federal University (KFU) received scholarships for studies in “Software Engineering” with a focus on “Modern Software Development.” Annually, more than 22.6 million roubles are allocated from the regional budget for this purpose under the “Personnel for the Digital Economy” regional project.
To date, Yandex delivery robots began operating in the Novo-Savinovsky and Sovetsky districts of Kazan. On December 2025, robot delivery was firstly introduced in the Vakhitovsky district of the city.
The implementation of robot delivery is aimed at making everyday life more comfortable for residents through the use of advanced technology. Users will be able to track the movement of the courier robot on a map directly within the app, ensuring transparency and convenience. Since robots do not require breaks or rest periods, delivery services will operate reliably around the clock.
