Roman Shaikhutdinov: From technological point of view Tatarstan is ready for implementing the project “Electronic disability certificate”

Seminar “Pilot project “Electronic disability certificate” opened in Kazan IT park on October 17. Representatives of central office of Social insurance Fund, federal and regional executive authorities, and Russian union of industrialists and entrepreneurs will discuss readiness of regions for implementing electronic disability certificate.
Chairman of Social insurance Fund Andrei Kigim and Minister of Information and Communication Roman Shaikhutdinov opened the event.
Andrei Kigim said: “There are many high technology projects in Tatarstan. The system of video registration of road traffic violations is a good example. We would like to thank Tatarstan leadership for giving an opportunity to implement another new technology. Electronic disability certificates have several advantages, such as high quality of service, release of state institutions from a large amount of paperwork, and time saving. However, there are some issues to be discussed, such as personal communication with citizens, and psychological aid.”
“Thank you for choosing Tatarstan as a pilot region. In the sphere of information services it is necessary to organize proper interaction between health care institutions, data aggregators and Social insurance Fund. Social insurance Fund is a structure that is closely connected with business and population, that it why it is important to provide maximum comfort for population. We see that the level of information services is increasing in Russia. Implementation of this pilot project in Tatarstan will let us work out the interaction mechanism. From technological point of view Tatarstan is ready for implementing the project “Electronic disability certificate,” Roman Shaikhutdinov said and wished participants of the seminar fruitful work.

In accordance with the Procedure for providing subsidies from the budget of Tatarstan in 2025 to telecom operators to reimburse costs associated with providing mobile radiotelephone services on sections of the M-12 and M-7 highways located in Tatarstan, approved by Resolution No. 1032 of the Cabinet of Ministers of Tatarstan dated 02.12.2025 (hereinafter referred to as the Procedure) and Order No. p/334 of Tatarstan Ministry of Digitalization of Public Administration, Information Technologies and Communications dated 10.12.2025, the deadlines for submitting applications for subsidies from the budget of the republic have been established.
Digital Transformation Centre of Tatarstan reported that in 2025, Tatarstan completed a digital infrastructure upgrade, which affected server capacity, government employee workplaces, email services and video surveillance.
