On June 3, at the Executive Committee of the city of Kazan, the 10th anniversary awarding of the winners of the All-Russian Youth Contest of Legislative Initiatives "Parliament-2030 took place. In total, more than 48,000 students of higher, professional and general educational organizations from 80 constituent entities of the Russian Federation took part in the contest. This year, participants from the Donetsk People's Republic (DPR), Lugansk People's Republic (LPR), Zaporozhye and Kherson regions took part in the contest for the first time. Based on the results of the “Parliament 2030” Contest, a collection of bills prepared by the children will be published, and which will be sent to the parliaments of the constituent entities of Russia, the State Duma and the Federation Council.
One of the winners of the contest of the past years, who attended the awarding ceremony, the draft law of which is now undergoing examination in the State Duma of the Federal Assembly of the Russian Federation, was proposed to create the All-Russian Youth Digital Parliament. The portal of the All-Russian Youth Digital Parliament was presented at the ceremony. The artificial intelligence «Maksim», developed by one of the participants of the contest «Parliament 2030» of the past years, will control the apparatus of this parliament: «Maksim» will check the participants' legislative works on plagiarism and relevance, compliance with the Constitution of the Russian Federation and federal legislation, send projects for revision to the participants, to select the assistants of people’s deputies to the personnel reserve, as well as to interact with the participants and guests of the portal.
By unanimous decision of the contest participants, the All-Russian Youth Digital Parliament was established. The project is aimed at developing youth parliamentarism in Russia. Its chairman and deputy, who will form a digital parliament, were elected. In the near future, a special digital resource on the Internet information and telecommunications network will be launched, where a citizen of the Russian Federation from 18 to 45 will be able to leave their legislative initiative, participate in the Parliament 2030 contest and be elected to the All-Russian Youth Digital Parliament. The term for convocation of Parliament will be 1 year. It will be possible to be elected to parliament no more than 5 times in a row. The Youth Digital Parliament will become a personnel reserve for young people’s deputies and assistants to deputies.
