First thousand universal electronic cards to be issued in Tatarstan in September

The Republic of Tatarstan is one of four Russian regions to start issuing universal electronic cards in September. Besides Tatarstan pilot cards will be issued in Bashkortostan, Astrakhan oblast, and Krasnodar krai. Employees of IT-park resident companies and banks participating in the project (Ak Bars bank and Sberbank) will receive first thousand cards.
The universal electronic cards are issued in banks for free. Due to unification of federal electronic identified and electronic bank applications, a card owner gets a single tool for ordering and paying different services. The universal electronic card can be used for making appointments with a doctor, as a one-time or subscription travel ticket, for receiving information about social benefits, pension services and many other state and commercial services. It may also be used as a banking card in any shop. Moreover, it enables implementing legal actions in electronic format by means of electronic digital signature.
The card can be used for paying services on the portal of state services.

In accordance with the Procedure for providing subsidies from the budget of Tatarstan in 2025 to telecom operators to reimburse costs associated with providing mobile radiotelephone services on sections of the M-12 and M-7 highways located in Tatarstan, approved by Resolution No. 1032 of the Cabinet of Ministers of Tatarstan dated 02.12.2025 (hereinafter referred to as the Procedure) and Order No. p/334 of Tatarstan Ministry of Digitalization of Public Administration, Information Technologies and Communications dated 10.12.2025, the deadlines for submitting applications for subsidies from the budget of the republic have been established.
Digital Transformation Centre of Tatarstan reported that in 2025, Tatarstan completed a digital infrastructure upgrade, which affected server capacity, government employee workplaces, email services and video surveillance.
