Rustam Minnikhanov: suspended communication lines is a real mess we should struggle with

Vice-premier – Communications Minister Nikolay Nikiforov reported to President of Tatarstan Rustam Minnikhanov on the course of changing suspended communication lines for underground communications.
A meeting with participation of heads of towns and regions of republic, representatives of ministries and agencies was held in the RT Government House in format of video conference.
According to the minister, 10% of cables have now been changed for underground communication lines. 581 decrees about imposition of administrative sanctions on legal persons and imposition of fines in the amount of 75 mln roubles have been submitted for violations committed upon placing wire lines.
Nikolay Nikiforov informed as well that facts of hiding or delivering of doubtful information have been revealed in certain towns during inspections.
In accordance with the Procedure for providing subsidies from the budget of Tatarstan in 2025 to telecom operators to reimburse costs associated with providing mobile radiotelephone services on sections of the M-12 and M-7 highways located in Tatarstan, approved by Resolution No. 1032 of the Cabinet of Ministers of Tatarstan dated 02.12.2025 (hereinafter referred to as the Procedure) and Order No. p/334 of Tatarstan Ministry of Digitalization of Public Administration, Information Technologies and Communications dated 10.12.2025, the deadlines for submitting applications for subsidies from the budget of the republic have been established.
Digital Transformation Centre of Tatarstan reported that in 2025, Tatarstan completed a digital infrastructure upgrade, which affected server capacity, government employee workplaces, email services and video surveillance.
On November 27, "Technopark in the sphere of high technologies "IT Park" and Globus IT, a leading Russian integrator, signed a strategic agreement to establish a joint laboratory for training IT specialists, focused on building project teams for specific business needs. Director of "IT Park" Ruslan Vlasov and CEO of Globus IT Pavel Korotkiy with the support of Tatarstan Ministry of Digitalization, represented by Deputy Minister of Digitalization of the republic Bulat Gabdrakhmanov signed the document, which lays the foundation for a fundamentally new approach to technology education.
