Ministry of Information and Communication develops a programme for implementing stock options at IT companies

Tatarstan Ministry of Information and Communication has elaborated a bill about stock options that simplifies its issue to employees of Russian IT companies. The bill “About stock companies” stipulates generation of the profit of the special fund that can only be spent for taking up shares and their onward sale to employees.
The Ministry of Information and Communication suggests that a new bill will help IT companies to implement stock options.
Preparation of normative legal base for optional programmes is one of the points of the updated “road map” that implies development of information technologies and is to be realized by 2018.
High technology companies are interested in optional programmes because often it is the only way to attract high-skilled specialists.
About 2,000 students of the Institute of Information Technology and Intelligent Systems (IITS) at Kazan Federal University (KFU) received scholarships for studies in “Software Engineering” with a focus on “Modern Software Development.” Annually, more than 22.6 million roubles are allocated from the regional budget for this purpose under the “Personnel for the Digital Economy” regional project.
To date, Yandex delivery robots began operating in the Novo-Savinovsky and Sovetsky districts of Kazan. On December 2025, robot delivery was firstly introduced in the Vakhitovsky district of the city.
The implementation of robot delivery is aimed at making everyday life more comfortable for residents through the use of advanced technology. Users will be able to track the movement of the courier robot on a map directly within the app, ensuring transparency and convenience. Since robots do not require breaks or rest periods, delivery services will operate reliably around the clock.
Mobile Telecommunication Systems Company reported on its activities in Tatarstan for the year 2025 during a weekly meeting at Tatarstan Ministry of Digitalization.
Director of the MTS branch in Tatarstan Marat Kabanov outlined key areas of work in 2025 and the achieved results.
On March 27, Tatarstan Minister of Digitalization Ilya Nachvyn held a meeting with Director General of "Info-Obereg" Vladimir Dorofeev.
Such meetings between the minister and representatives of the IT community are held on Fridays in an open dialogue format. These personal meetings provide an opportunity for companies to share their experiences, discuss their projects and seek support.
